Interestingly Hull Council inflicted a bin collection scheme upon the residents of West Hull, UK. Once set in stone the local authority thought of ways to fine people struggling to cope with the scheme. But rather than spend money sending out a bin snooper to check that tax payers were appropriately using Council Property ( because that is what bins are), they came up with a wizard idea which would generate income without them having to waste a penny on paying someone.
Get the peasants to spy on each other, and if and when someone slips up by overfilling a bin or by putting said bin out a little early or failing to take said bin back into the property, friends, relatives and neighbours are to report the perpetrators. Of course this is one small step away from criminalizing people who FAIL to report people for this criminal act of putting out their bin early. If you see a crime, is it not your duty to report it?
