Isn't it as simple as attracting electric currents with a lightning rod, and capturing that energy in a contraption that renders it usable? In fact, it's what I'm using now to power this computer. Of course that's just one view... in some ways that war has alredy happened with more DU being shot into countries - Nuclear wars that 'no-one sees'. 'but I digress...
